This work is a comparative study of Special Education, as it is provided in Greece and in Cyprus. Originally, general issues of Special Needs Education are reported, such as its definition , its aims and the categories of people with disabilities. Then, it processes the role of consultive parents and its contribution to the proper management of children with special needs from their parents. Finally, in the same chapter, the 94-142 law of The Public Law and IDEA is seen, which ushered in the Special Education, and for the first time legally enshrined rights of people with disabilities. Then, the history of Special Education in Greece is indicated, the legal framework that was established for it, the training services and vocational training of people with disabilities as well as their vocational rehabilitation. It also informs about the training of special educators and the attitude of the Greek society towards disability. The respective topics are investigated in the third chapter of the work as well, which concerns Special Education in Cyprus. Finally, a comparison of Special Education in Greece and in Cyprus is made, in order to identify the key differences and similarities of the educational subject in both States
