Greek educational policy and institutional framework of higher education from 1932 until 1982 - by n.5343/1932 in n. 1268/1982 (Master thesis)

The institution of education is undoubtedly a major and timeless issue of great concern to the Greek Governments and the whole of Greek society. The history of educational policy and especially educational policy in higher education during the 20th century is full of reform attempts, which largely determined the history and evolution of Greek universities. This reform projects, which either entered in the area of applied educational policy either remained at the level of simple proposals and recommendations without the benefit of such a legislative vesting and practicality. The main objective of this thesis is to investigate the legislative framework of Greek higher education from the 1930s until the early 1980s, becoming an extensive analysis of the content of the two leading reform cuts that took place in higher education, namely the N.5343/1932 and the N.1268/1982 and undertake a review assessing the educational choices of Greek Government on higher education both in policy statements and in applied educational policy level. The study results show that the Greek governments since the establishment of the newly established Greek state express great interest in the establishment and organization of higher education. During the evolution of Greek universities of the 20th century recorded several efforts to ensure the administrative independence of higher institutions and to enhance the quality of the provided scholarship. However, the history of university legislation reveals that timeless political tactics of the Greek governments is the establishment of state control and supervision in university affairs which undermines the freedom and autonomy of university thought and action. Finally, the reform efforts of the Greek governments would say that characterized by timidity and fitfulness which put on the sidelines the democratization of the structure and function of universities in order not to damage the existing traditional power structures.
