Selecting the school principals: trends and perspectives (Master thesis)

The school unit at the elementary level of education is the basic cell of our educational system. In the age of globalization, technological boom but at the same time that of the economic crisis, for the smooth operation and its effectiveness, the role of headmaster is decisive. In our country the choice of the headmaster of school units goes hand in hand with each governmental change. A fact that has constituted a point of friction between each government in power and the teachers, while a system of selection has not been formed, which is long lasting and accepted from the teachers. This paper deals with the selection of the headmasters of school units both on a theoretical level and a research level. On the theoretical side, this paper discusses the clarification of the basic concepts. To be more specific it refers to the concepts of administration, leadership of the educational system and the executives of education. Consequently, reference is made to the role of the headmaster as an element of efficiency in the school unit and in the duties and authorities he is assigned to as a public servant and as an executive of the educational system. Additionally there is an in depth report about all the legislation with which the selection of headmasters of the school units has been made, reference is made to the composition and operations of the committees and finally to the official positions and proposals of the teachers as they are stated by the Teachers Federation of Greece. The theoretical part is summed up with the review of the bibliography in relation to the selection of headmasters of the school unit. On the experiential side of the paper, a study is presented which was carried out on 373 teachers from the prefecture of Xanthi, which aimed at the investigation of their opinions about the existing institutional framework as well as the recording of their proposals for the future. To sum up, an analysis and an interpretation of the results of the study follows, together with the conceptualization of the conclusions drawn from this study and some proposals we believe will contribute to the selection of the most capable person for the position of headmaster of the school unit
