The interview process in the selection of the head teachers of elementary schools by the official council (from 1992 until 2017): the case of Evros County (Master thesis)

Nowday's modern elementary school, the cell of our system of education, is required to fulfill multiple and complex objectives within the knowledge society which is constantly evolving. It must ensure that the students have the necessary equipment (cognitive, ethics professionally and social) by ensuring the smooth access in these (Hatzakis, 2006:3). Through its efficient and qualitative function must prepare the students, tomorrow’s citizens, to join the knowledge society while at the same time owes it to contribute to the fight against social exclusion. Also, through the provision of quality education, helps to create conditions that will lead civil society to actions that will ensure sustainable development (Govaris & Roussakis, 2008:17-18). The role of the Elementary School Headteacher is very important and is a catalyst in its operation as we described it before. The procedure for the selection and the appointment of Headteachers is of great research interest with many points of view and frequent changes in the legal framework. The questions about the system of choice of Headteachers include, among others, the qualifications of an efficient Headteacher, the system of choice him, the role of the “Official Councils”, the role of the School Teachers’ Association and how important is the interview from the “Official Council”. It is the universal claim of educational community to change the way the “interview” because they disagree and agonize over the way how it has been manipulated so far. They argue that it is unreliable, based on political considerations and the composition of the “Official Councils” consists of members who do not have the necessary expert knowledge. The Ministry of Education in 2015 abolished the criterion of the interview and established the criterion of secret voting by members of the School Teachers’ Association. But this provision of the Law was declared unconstitutional by the Court. So, with the Low 4473/2017 it come back the criterion of the interview. All these issues impress on us the need for commonly accepted clearer framework for applying the criterion of the interview in the system of choice of Headteachers. The purpose of this paper is to investigate the role of personal interview on the procedure for the selection the Headteachers from the “Official Councils”, bearing in mind at first that education and its processes are not neutral but are a political act (Bouzakis, 1996:153) and second the theory that a scientific research contributes to the knowledge should add something to what we already know or correct some point of view that is wrong (Anthemidis, 1978:36). We tried to approach and interpret this important subject in a critical way, to reveal its dimensions and to find out whether the interview ensures a merit-based system which includes a valid and objective assessment of the candidates for primary school Headteachers
