Καρακούση, Θεοδώρα

The term “electronic health – (e-health)” is now included in the voca-bulary of those employed in the broad spectrum of health. The inte-rpretation of the term e-health is no different from the acceptance and integration of technology information systems in the health sector, and the goal as already expressed and accepted is the collection, storage and processing of medical information of a patient and access to this information by both the patient himself and healthcare providers. The “Electronic Health Record”, which is the subject of this thesis, is based on information technology and is considered to be the solution to the longer lasting retention of health information and care of every patient. It also helps to provide better quality of care and the efficiency of health care professionals. It is clear that the automation of almost all activities contributes greatly to the provision of health services and patient-friendly decisions on the other hand, however, the security of the systems supporting the Electronic Health Record is deemed necessary in order to ensure reliability, reliability, management of health information, but also to safeguard the patient's right to respect the privacy of sensitive personal data. It is obvious that it is not possible and would not be acceptable to call into question the safeguarding of the confidentiality of personal data due to the electronic file. It is necessary to define both moral and legal procedures in the handling and processing of personal data so that there is mutual respect and a two-way relationship of trust between patient and healthcare perso-nnel. Otherwise, the risk of hiding information from the patient is visible, resulting in the apparently inappropriate provision of services at risk to the patient's life but also in questioning the capacity of healthca-re providers. More specifically, this paper describes the patient's file by making a historical overview, its handwritten form and its drawbacks, its electronic form by making a historical overview, its advantages and disadvantages, its specifications and the information to be provided, as well and its current course in the world in Europe and Greece. It then describes the ethical and legal issues associated with the Electronic Health Record, the patient's right to protection and the tools and mechanisms for protecting sensitive personal data.
