Ζητήματα μεταφοράς ενέργειας μέσω επίγειων αγωγών (Master thesis)

This diploma thesis examines the main legal issues arising from the transmission of energy through terrestrial pipelines in the context of international law, including the technological, economic, environmental and social aspects affecting this process. With all the rapid developments that the energy sector has experienced in recent years, the transmission of energy products through terrestrial pipelines seems to be the most affordable and technologically efficient solution for transporting energy from supplier states to consumer states, especially in the cases of landlocked states which do not have direct access to maritime transport. For the most complete study of the subject of this diploma thesis, it is important to start by analyzing the international regulations concerning energy transit, in order to set the general legislative framework within which we should operate. Thus, the transfer of energy takes place thanks to the principle of free transit and by consolidating this principle within the United Nations and by formally enshrining it in the text of the Energy Charter Treaty, the first international convention exclusively on energy, we are leading to the establishment of a more specific legislative scope of application concerning the transfer of energy through pipelines. For the implementation of the latter, it is necessary to have the necessary infrastructure for the creation of a pipeline network, the entrance to which will be ensured by granting the right of access of a third party through which the uninterrupted transport of energy resources from the territory of different states will be guaranteed. In conclusion, examples of three international treaties related to the construction and operation of gas and oil pipelines (TAP, Burgas – Alexandroupolis, South Stream) are provided, in order to outline the latest trends and innovations that are expected to shape the future of energy transit and to better understand the tripartite relationship between the supplier state – transit state – consumer state and the usefulness of this study in practice.
