The operation of the Hellenic Energy Exchange and the new structure of the internal energy market (Master thesis)

Energy, as a concept, has today become one of the most important aspects forcing all sectors of politics, economy and society not only to focus on the study and implementation of new frameworks but also to indirectly demand from all sectors of science the concretization of research fields especially in this proper sense. After all, the market liberalization trends could not leave the energy sector, which in any case practically ceased to be considered as a good for the purpose of general interest but a commodity in search of the terms of demand and supply, unaffected.
In law and economics, sciences directly intertwined with the exercise of politics, the above became clear especially within the field of the Law and the policies of the European Union which also led Greece to their implementation.
It is also indicative of the fact that at Union level, with Article 194 of the Treaty on the Functioning of the European Union (TFEU), there was an explicit reference to energy policy defining the objectives, namely: a) ensuring the functioning of the energy market, b) ensuring energy supply, c) the promotion of energy efficiency and energy saving and the development of new and renewable energy sources and d) the promotion of the interconnection of energy networks, while the reference to the Conclusions of the European Council of 4.2.2011 that "the EU needs a completely integrated, interconnected and functional internal energy market" is also indicative (reference). At the same time, it is also for the interest of States that the energy market operates in competitive conditions (for the benefit of Consumers and the economy) especially through a single regulatory framework that will ensure the conditions of the specific market
In this context, the adoption of the "Target Model" was ultimately the guide for the rational organization of the European energy markets in order to ensure the objectives of article 194 of the TFEU and the promotion of the operation of the Energy Exchanges where within a jointly configured environment with shared services and products, free movement between member states will be facilitated but energy security will be ensured and consumers will be ultimately benefited.
In this study, in terms of structure and methodology, an attempt is made to present the path/process up to the establishment of the Hellenic Energy Exchange, its establishment and its operating framework within the new structure of the internal Energy market and simultaneously to capture the perspectives and concerns or weaknesses during its short period of operation in Greece.
