This thesis deals with the institution of Energy Communities in the Greek and EU legal order, while at the same time it attempts to explore their contribution to both decentralized energy production and decarbonization/delignitization. The main concern is to examine Energy Communities in any of their forms and as a whole, i.e. whether they are Renewable Energy Communities (RECs) or Citizens' Energy Communities (CECs) or Energy Communities according to Greek Law No. 4513/2018. Initially, the first chapter attempts to describe the general European framework of energy policy in order to demonstrate the historical and logical sequence of events and needs that led to the establishment of energy communities in the EU context and the general energy policy within which they are intended to operate. In addition, the entire institutional framework of Directives (EU) 2018/2001 and 2019/944, which introduced Renewable Energy Communities (RECs) and Citizens' Energy Communities (CECs) respectively, is presented and analysed. Subsequently, the second chapter attempts to record the current and the previous national framework for Energy Communities, i.e. what was foreseen before the enactment of Greek Law No. 4513/2018, what the Greek law No. 4513/2018 provided -which constituted the first founding law regarding the institution of Energy Communities at national level- and what the current framework, Greek Law No. 5037/2023 -which adopted Directives (EU) 2018/2001 and 2019/944- provides. In addition, some statistical data on the operation of energy communities are presented as well as a necessary yet concise review of the institution of the cooperative, the form in which energy communities are compulsorily established. Finally, the third chapter sets out both the European and national frameworks for the transition strategy leading to decarbonization/ delignitization and clean energy, followed by the conclusions.
