The global recession caused by the financial crisis of 2007, although it started in the USA, spread rapidly throughout the world, exposing significant weaknesses in the national economy and creating "imbalances" in both investment and overall economic activity. The Greek financial crisis constitutes a special case of mismanagement and swelling of the public finances and the national debt, which is due to the swelling of the fiscal deficit and the public sector of the Country, the structural deficiencies of the European Union regarding the management of international crises, as well as the combination of the pathologies of the Greek society and the incorrect planning of the strategic development policies of the monetary integration of the united Europe. The economic crisis also adversely affected the field of human rights, while the implemented memorandum support programs produced only some of the expected fiscal results, creating a climate of insecurity and uncertainty, both economically and socially. At the same time, a serious issue was raised regarding the constitutionality of the measures taken, as an important guarantee of the collective and personal autonomy of citizens, as well as the rule of law. Fiscal austerity policies adopted with the aim of economic recovery affected the provision of health care to citizens and public health in general, and grossly affected the right to health, both in its individual and social dimensions. They also influenced the organization of the health system and brought about critical reforms in many areas. The aim of this study is to capture the fiscal crisis at a social, legal and institutional level in the field, in particular, of public health, and the corresponding evaluation of the relevant reform interventions.
