The geographical position of the island of Cyprus has highlighted the geopolitical and geostrategic importance of the island since ancient times. Cyprus, being essentially the crossroads of three continents, was the object of the intrigues of many conquerors, influencing throughout the centuries the international balances of the wider Mediterranean region and beyond. Of particular interest is the modern history of the island, and in particular, the period from 1960 onwards in which Cyprus was rocked by successive wars, internal disturbances, overthrows of regimes as well as multiple crises in its relations with Greece. Of course, the culmination of all these events is the Turkish invasion of the island in 1974 as well as the tragic consequences brought about by the above event, the aftermath of which plagues a large portion of the Cypriot population to this day. It is particularly worth mentioning that from the Cypriot theater of operations, in addition to the dead, wounded and prisoners of war, people whose traces were lost after the military operations of 1974 and for whom there are sufficiently documented testimonies that they were last seen alive in arms of the Turkish authorities. These are missing persons, among whom are not only members of the armed forces, but also men and women of all ages, a fact which gives the issue another dimension and reduces it to an object which deserves to be examined in the light of both International Human Rights Law and International Humanitarian Law. The issue of the missing persons, which is examined extensively in the present opinion, did not concern only the Cypriot people but was the subject of study and debate at the international level. The multi-year struggle of the relatives of the missing to know the fate of their relatives who have been missing since the Turkish invasion and after, triggered the establishment of organizations with the aim of restoring the truth while at the same time brought many of the cases before international judicial bodies in order to attribute responsibility to the authorities. In many cases, the relatives of the victims appealed against the Republic of Cyprus itself and not against Turkey, accusing the former of a lack of adequate investigation and identification procedures for their relatives, and the failure to provide updates on what happened to these people.
