This master’s thesis examines the Pissarides Report as a reference framework for the reconfiguration of Greece’s productive model, focusing on its theoretical foundations and the implementation of its policy proposals. The productive model is approached as a complex economic, institutional, and social construct shaping productive transformation. The study situates the Report within contemporary theories of productive transformation and industrial policy, as well as within the European institutional and comparative context. Particular emphasis is placed on the specific constraints of the Greek economy. The empirical analysis explores the evolution of Greece’s productive model following the publication of the Report, focusing on key policy areas such as the business environment, the labour market, innovation, digital transformation, and the green transition. The assessment draws on quantitative data from the Pissarides Report Observatory of the Center for Liberal Studies (KEFiM), revealing an uneven and gradual reform trajectory. The findings indicate that, despite progress in specific areas and the support of European funds and the Recovery and Resilience Facility, overall productive transformation remains partial. The thesis concludes that the effectiveness of the Pissarides Report depends on institutional capacity, administrative continuity, and social legitimacy.
