heal.abstractΤα χρησιμοποιημένα λιπαντικά έλαια αποτελούν επικίνδυνα απόβλητα υψηλής ρυπαντικής δυναμικότητας. Καθίσταται αναγκαία η οργανωμένη συλλογή και επεξεργασία τους στο πλαίσιο της κυκλικής οικονομίας. Η παρούσα εργασία εξετάζει τη διαχείριση των αποβλήτων λιπαντικών ελαίων και το θεσμικό και κανονιστικό πλαίσιο που διέπει τη διαχείρισή τους στην Ευρωπαϊκή Ένωση και ειδικότερα στην Ελλάδα. Η μεθοδολογία της εργασίας βασίζεται σε εκτενή βιβλιογραφική ανασκόπηση επιστημονικών άρθρων, τεχνικών μελετών και θεσμικών κειμένων, καθώς και στην ανάλυση ευρωπαϊκών και εθνικών νομοθετικών ρυθμίσεων που αφορούν τα απόβλητα λιπαντικών ελαίων. Αναλύεται διεξοδικά το θεσμικό καθεστώς διαχείρισης των αποβλήτων λιπαντικών ελαίων στην ελληνική πραγματικότητα και ο ρόλος του συλλογικού συστήματος εναλλακτικής διαχείρισης. Η Ελλάδα αναδεικνύεται ως παράδειγμα βέλτιστης πρακτικής σε ευρωπαϊκό επίπεδο. Το 2023 επιτεύχθηκε ποσοστό αναγέννησης 100% των συλλεγόμενων αποβλήτων λιπαντικών ελαίων, υπερβαίνοντας σημαντικά τον μέσο όρο της Ευρωπαϊκής Ένωσης. Τα αποτελέσματα αυτά αποδίδονται στον συνδυασμό σαφούς κανονιστικής κατεύθυνσης, αποτελεσματικών μηχανισμών ελέγχου και οργανωμένης λειτουργίας του συστήματος συλλογής και αναγέννησης. Η αναγέννηση των αποβλήτων λιπαντικών ελαίων αποτελεί την περιβαλλοντικά και ενεργειακά βέλτιστη επιλογή διαχείρισης. Συμβάλλει στη διατήρηση φυσικών πόρων, στη μείωση των εκπομπών και στην εφαρμογή της κυκλικής οικονομίας. Αναδεικνύεται η ανάγκη συνεχούς ενίσχυσης των μηχανισμών ιχνηλασιμότητας, ελέγχου και ποιοτικής συλλογής, με σκοπό την διασφάλιση της βιωσιμότητας του συστήματος και την διατήρηση των υψηλών περιβαλλοντικών επιδόσεων στο μέλλονel
heal.abstractUsed lubricating oils constitute hazardous waste with a high pollution potential, making their organized collection and treatment essential within the framework of the circular economy. This paper examines the management of waste lubricating oils and the institutional and regulatory framework governing their management in the European Union, with a particular focus on Greece. The methodology is based on an extensive literature review of scientific articles, technical studies, and institutional documents, as well as an analysis of European and national legislative provisions related to waste lubricating oils. The institutional framework for waste lubricating oil management in the Greek context is analyzed in depth, along with the role of the collective alternative management system. Greece emerges as a best-practice example at the European level. In 2023, a regeneration rate of 100% of the collected waste lubricating oils was achieved, significantly exceeding the European Union average. These results are attributed to the combination of clear regulatory direction, effective control mechanisms, and the organized operation of the collection and regeneration system. The regeneration of waste lubricating oils represents the environmentally and energetically optimal management option, contributing to the conservation of natural resources, the reduction of emissions, and the implementation of the circular economy. The study highlights the need for continuous strengthening of traceability, monitoring, and quality collection mechanisms in order to ensure the long-term sustainability of the system and the maintenance of high environmental performance in the futureen
